Position Overview:
The Senior Manager, Budgeting & Finance reports to the Director of Budgeting & Grants Administration and is
responsible for the procurement of all District needs in conjunction with municipal officers; annual budgeting and capital
project development and implementation (in conjunction with the Director); financial reporting; and communicating
financial information internally to District leadership and staff, as well as externally to state and federal agencies.

 

 

Essential Duties and Responsibilities:

  • Coordinate the planning, organizing and development of annual school budgets in conjunction with the Director of Budgeting and Grants Management, including capital budgets.
  • Assist in performing initial review and multi-year trend analysis of revenue and expenses to ensure accurate projections.
  • Assist in examining budget estimates for completeness, accuracy and conformance with procedures and regulations.
  • Monitor disbursements to identify rates of spending comparatively to budget, conduct research, identify issues as they arise and communicate recommended corrective steps as needed.
  • Prepare monthly reports ensuring compliance within established departmental budgets, as well as net-school spending.
  • Respond to finance and budget inquiries from the Superintendent, principals, and District departments.
  • Oversees the Student Activity Accounting, including training, distribution of policies and procedures, and annual reporting.
  • Prepare reports for presentation to the Superintendent and School Committee.
  • Manage the preparation of warrants for School Committee review and approval.
  • Assist with year-end budgetary reconciliations, prepare transfer recommendations and appropriation increases, as well as participate in year-end reporting preparation for reports filed annually with the Department of Elementary and Secondary Education (DESE).
  • Assist in the financial administration and reporting of District grants, both in the preparation/submission phase, as well as funds received.
  • Regularly create and process requisitions, purchase orders, invoices and vouchers for the District.
  • Track implementation status and spending on capital projects. Provide reports, data and analysis required by the Massachusetts State Building Authority in relation to the building of a new high school.
  • Perform additional duties and special projects as requested.

 Qualifications:

  • Bachelor’s Degree required in accounting, public administration, finance or related discipline.
  • Minimum three years of experience in public school district or municipalities in a budgeting/finance role required; five years of experience in K-12 public school districts preferred.
  • Demonstrated proficiency with Microsoft office products. Ability to transition system upgrades and changes as they occur.
  • Procurement experience in Massachusetts required; MA Certified Public Purchasing Official preferred.
  • Knowledge of MUNIS and/ or Softright Systems preferred.
  • Comfortable with troubleshooting issues in a professional manner.
  • Strong time-management skills, ability to organize time efficiently; prioritize multiple tasks and adjust workload.

Working Time:
Full-time; steady with peak periods; hours working outside of the traditional business day may be required for school
committee meetings and other priority meetings.

 

Salary:
Commensurate with experience and education. This role is an exempt, full-time 12-month salaried position.
